Lily Sandover is battling a very powerful enemy-the corruption in post-Second Revolution America. Having seen the horrors of the Commission of the People, and witnessed the torture of the criminals captured, Lily struggles finding a way to rally the American people behind her cause to dismantle the Commission of the People and remove Dana Christenson from power.
She quickly realizes she cannot do it alone. Aid comes in an unlikely form as an experiment of the Commission of the People shares the extensive, inside knowledge he possesses. With his help, Lily and Clark are able to stage a breakout, freeing several prisoners of the Commission of the People and causing a frenzy within the American population.
But Lily has made a dangerous enemy. Realizing he has underestimated her, Dana Christenson skillfully continues his deadly game with Lily with America caught in the middle. Through demonstrations, protests, and carefully-prepared propaganda, the group of rebels, now called the Central Angels, begin their attack on the new capital, desperate to find a way to dismantle the horrific institution that is the Commission of the People.
